cirrocumulus clouds. They are WAY WAY UP there! Virga falls from them in the form of ice crystals and the wind shear blows the virga horizontally which resembles the "horsetails".

1800's in the Pacific Northwest.  Logging roads where logs were dragged were referred to as "cordury roads" or skid rows.  The run down camps and mills along the these roads also became known as "skid rows".
